Eliminate Grad PLUS loans
Project 2025 specifically recommends eliminating Grad PLUS loans; its Parent PLUS recommendation is separate from this comparison.
Eliminate Parent PLUS loans
Project 2025 proposes ending new Parent PLUS lending. Public Law 119-21 instead imposes new annual and aggregate Parent PLUS borrowing limits beginning July 1, 2026.
Eliminate the federal Department of Education
Project 2025 calls for ultimately eliminating the federal Department of Education and returning authority to states.
End federal DEI and gender-identity initiatives in K-12 education
Project 2025 calls for federal education civil-rights enforcement to reject gender ideology and critical race theory. Executive Order 14190 directed agencies to eliminate specified federal support for what it calls discriminatory equity ideology and gender ideology in K–12 schools.
Expand school choice and parent-controlled education options
Project 2025 recommends portability and federal tax incentives for education choice. Executive Order 14191 directed agencies to identify and support education-choice mechanisms but did not itself enact nationwide vouchers or tax credits.
Reform higher-education accreditation
Project 2025 recommends opening the accreditation market and changing federal recognition. Executive Order 14279 and Education Department actions pursue competition, easier switching, new accreditors, and negotiated rulemaking.
Restore a biological-sex interpretation of Title IX
Project 2025 recommends restoring the 2020 Title IX rule and a biological-sex interpretation. After a federal court vacated the 2024 rule nationwide, the Education Department announced enforcement based on the 2020 rule.
Restructure student-loan repayment and forgiveness
Project 2025 proposes a single redesigned federal loan program without interest subsidies or forgiveness and with borrowing limits and institutional risk sharing. Public Law 119-21 and Education Department implementation restructure repayment and borrowing, but do not complete the full proposal.
