Eliminate Parent PLUS loans

Project 2025 proposes ending new Parent PLUS lending. Public Law 119-21 instead imposes new annual and aggregate Parent PLUS borrowing limits beginning July 1, 2026.

Project 2025 said

Congress should amend the HEA to eliminate the Grad PLUS program and the Parent PLUS program.
