Expand state and local cooperation with federal immigration enforcement

Project 2025 recommends federal authorization and incentives for state and local immigration cooperation. Executive Order 14159 directed expanded state/local agreements and action against sanctuary jurisdictions, but Congress has not enacted the full proposed authorization.

Project 2025 said

Congress should unequivocally authorize state and local law enforcement to participate in immigration and border security actions in compliance with Arizona v. United States. Congress should require compliance with immigration detainers to the maximum extent consistent with the Tenth Amendment and set financial disincentives for jurisdictions that implement either official or unofficial sanctuary policies.
